IMPORTANT NEW LAWS REGARDING E-WASTE

The NYS Electronic Equipment Recycling and Reuse Act(Article 27, Title 26 of the Environmental Conservation Law) was signed into law by the Governor on May 28, 2010. The law will ensure that every New Yorker will have the opportunity to recycle their electronic waste in an environmentally responsible manner. The law requires manufacturers to establish a convenient system for the collection, handling, and recycling or reuse of electronic waste. Manufacturers of covered electronic equipment (CEE) will be responsible for implementing and maintaining an acceptance program for the discarded electronic waste, with oversight by the NYS Department of Environmental Conservation (Department).
The Connecticut Department of Environmental Protection (DEP) has been developing new regulations regarding "covered electronic devices".
This applies to Fishers Island, NY since the island's solid waste is shipped to Connecticut. The district and it's hauling company are required to comply with both NY and CT laws.
"On and after January 1, 2011, no person shall knowingly place a covered electronic device or any of the components or sub assemblies of such a device in any solid waste facility"
Covered electronic devices by CT standards are:
computers, computer monitors, printers, televisions.
Covered electronic devices by NY standards are:
•Televisions (as well as cathode ray tubes)
•Small Scale Servers
•Computer Peripherals *1
◦Monitors
◦Electronic Keyboards
◦Electronic Mice or Similar Pointing Devices
◦Facsimile Machines *2
◦Document Scanners *2
◦Printers2
•Small Electronic Equipment *1
◦VCRs
◦Digital Video Recorders
◦Portable Digital Music Players
◦DVD Players
◦Digital Converter Boxes
◦Cable or Satellite Receivers
◦Electronic or Video Game Consoles
*1: Computer peripherals and small electronic equipment also include any cable, cord, or wiring permanently affixed to or incorporated into such product.
*2: Only those intended for use with a computer and weighing less than 100 lbs.
Fishers Island Waste Management cannot accept any of the above items at either the Compost Station or The Transfer Station. We cannot ship them off the island at this time. Please do not bring them to either facility. Hold onto the above items until Hazardous Waste Day (July).
The District realizes that this ban and that of other items (i.e. mercury bulbs) creates a storage hardship for Island Residents.
